Indian railways is divided into zones and subzones. The Delhi Metro is not covered under Indian Railways.

Thank you for raising your doubt and concern.. As per the facts, Kolkata Metro was the 1st underground railway. Its operation began in October 1984 but fully fledged functional in February 1995. Earlier Kolkata metro was not included as a zone in Indian Railways..kolkata metro was included under Indian Railways on 25th December 2010 .. I hope this clarifies your doubt!
